When Sumali learned that these night-roaming rakshasas had obtained their boons, he cast off his fear and rose up from the netherworld together with his followers.
"By good fortune, my child, this cherished wish of ours has been attained, in that you have obtained the highest boon from the best of the three worlds."
yatkṛte ca vayaṃ laṅkāṃ tyakatvā yātā rasātalam | tadgataṃ no mahābāho mahadviṣṇukṛtaṃ bhayam || 7.11.5 ||
Translation
"That great fear caused by Vishnu, on account of which we abandoned Lanka and went to the netherworld, has now passed away from us, O mighty-armed one."
"If indeed it might be possible here to recover it—whether by conciliation or by gift, O sinless one, or by force, O mighty-armed one—then the deed would be accomplished."
"You, my dear, shall become the lord of Lanka, there is no doubt; by you this lineage of rakshasas, though sunk down, has been raised up again; and you, O one of great strength, shall become the lord of us all."
Then Dashagriva said to his maternal grandfather who stood before him: "The Lord of Wealth (Kubera) is our elder; you ought not to speak in such a manner."
Though rebuffed even with conciliatory words by the venerable lord of the rakshasas, the rakshasa said nothing then, for he understood what the other intended to do.
Then, after some time had passed, while Ravana, the ten-necked one, was dwelling there and had spoken such words, the night-roaming rakshasa addressed him.

प्रहस्तःप्रश्रितंवाक्यमिदमाहसकारणम्।।7.11.13।।
prahastaḥ praśritaṃ vākyamidamāha sa kāraṇam || 7.11.13 ||
Translation
Prahasta spoke to him this humble and well-reasoned speech.
"O ten-necked one, O mighty-armed, you ought not to speak in this way. Among heroes there is no such brotherly fellow-feeling; now listen to this counsel of mine."
"O king, this city of Lanka belongs to the great-souled rakshasas; it was founded by you, O gentle one, yet this is not fitting for you, O sinless one."
"I have been sent by your brother, the ten-necked one, O you of firm vows, into your presence, O mighty-armed one, O foremost among all bearers of weapons."
dattā mameyaṃ pitrā tu laṅkā śūnyā niśācaraiḥ | nivāsite ca me yakṣairdānamānādibhirguṇaiḥ || 7.11.32 ||
Translation
This Lanka was given to me by my father, emptied of its night-roaming demons, and I have settled it with yakshas endowed with such virtues as generosity and honor.
Go and say to Dashagriva (Ravana): the city and the kingdom that are mine are now yours as well, O mighty-armed one; enjoy this realm free of all thorns.
brahmarṣistvevamukto 'sau viśravā munipuṅgavaḥ | prāñjaliṃ dhanadaṃ prāha śṛṇu putra vaco mama || 7.11.37 ||
Translation
Thus addressed, that brahmin sage Vishrava, the foremost of munis, said to the bestower of wealth (Kubera), who stood with palms joined: "Hear my words, my son."
sa krodhena mayā cokto dhvaṃsate ca punaḥ punaḥ | śreyo 'bhiyuktaṃ dharmyaṃ ca śṛṇu putra vaco mama || 7.11.39 ||
Translation
"Though spoken to by me in anger, he yet goes to ruin again and again. Hear, my son, my words, which are conducive to your welfare and in accord with dharma."
varapradānasammūḍho mānyā 'mānyān sa durmatiḥ | na vetti mama śāpācca prakṛtiṃ dāruṇāṃ gataḥ || 7.11.40 ||
Translation
"That evil-minded one, deluded by the granting of the boon, does not distinguish the honorable from the dishonorable; and by my curse he has come to a cruel nature."
"Therefore, O mighty-armed one, go to Kailasa, the upholder of the earth, and, abandoning Lanka, settle there for your dwelling along with your followers."
"There the gods together with the gandharvas, apsarases, serpents, and kinnaras, ever fond of pleasure-sport, take their delight at all times, always abiding there."
Addressed thus, out of reverence for his father he at once accepted that counsel, and together with his wives and sons, with his retinue, his vehicles, and his wealth, he departed.
That enemy of the gods ascended into Lanka, forsaken by the lord of wealth and laid out with well-divided great highways, as the king of the gods (Indra) ascends to heaven.
sa cābhiṣiktaḥ kṣaṇadācaraistadā niveśayāmāsa purīṃ daśānanaḥ | nikāmapūrṇā ca babhūva sā purī niśācarairnīlabalāhakopamaiḥ || 7.11.51 ||
Translation
And Dashanana, having been thus consecrated, then peopled the city with the rakshasas; and that city became filled to its heart's content with the night-rovers, who resembled dark rain-clouds.
Then the Lord of Wealth (Kubera), out of regard for his father's command, established his city upon the mountain spotless as the moon, adorned with excellent and well-decorated mansions, just as Indra in those days established Amaravati.
